Implications of Securing Jobs for Your Future - Victorian Training Reform

As of next year all VET Certificates will be open to full competition and the full implications of the strategy will come into play. Fees and charges applicable to students who qualify for the Victorian Training Guarantee continue to increase and, for those students who do not qualify for a funded training place, a fee-for-service cost will apply and it has been confirmed with a number of public TAFE providers that a standard rate of $10.80 per student contact hour will likely be charged.

This rate has been questioned by PSV to Skills Victoria who have indicated that they have not prescribed a set fee-for-service rate and that it was up to each RTO, regardless of whether they were private or public, to charge as they saw fit. This is one size fits all approach could become problematic for public RTOs and may have a significant effect on their capacity to compete effectively within an open competition model.

Review of Victorian industry advisory systems

As stated in previous reports the findings of the Victorian Skills Commission's review of its industry advisory relationships have been presented to the VSC Board with subsequent outcomes being developed ready for implementation mid-way through next year. A consultant, Nous Group, had presented a discussion paper to the VSC in mid October which proposed three “straw man” scenarios including;-

  • Straw Man 1: - Align ITAB's with ISC's and supplement with task forces
  • Straw Man 2: - Reconfigure ITAB networks to reflect the value chain
  • Straw Man 3: - Location or regionally based ITABs.

Wool Industry Programs

All three of the Australian Wool Innovation funded 3-day Wool Handler Workshops have been coordinated and completed in Mansfield, Bendigo and Nhill with a total of 38 students taking part overall. Final evaluation of the programs has shown that a great deal of enjoyment was had by the patricipants along with strong support from the local wool industries and secondary schools.

The 5-day Introduction to the Wool Industry program has also been approved for Hamilton in May 2011.

Skills for Growth - Workforce Development

In coming weeks, PSV will be working with TDT VIctoria and Drake Industrial assisting to deliver workforce development plans for small businesses in the primary industry sectors.
